ABSTRACT

On the night and early hours of February 20-21, 1954, while on a `vacation' to Palm Springs, California, President Dwight Eisenhower went missing and allegedly was taken to Edwards Air force base for a secret meeting. When he showed up the next morning at a church service in Los Angeles, reporters were told that he had to have emergency dental treatment the previous evening and had visited a local dentist. The dentist later appeared at a function that evening and presented as the `dentist' who had treated Eisenhower. The missing night and morning has subsequently fueled rumors that Eisenhower was using the alleged dentist visit as a cover story for an extraordinary event. The event is possibly the most significant that any American President could have conducted: an alleged `First Contact' meeting with extraterrestrials at Edwards Air Force base (previously Muroc Airfield), and the beginning of a series of meetings with different extraterrestrial races that led to a `treaty' that was eventually signed. This astonishing First Contact event, if it occurred, will experience its 50th anniversary on February 20-21, 2004.

This paper explores the evidence that the First Contact meeting had occurred with extraterrestrials with a distinctive `Nordic' appearance, the likelihood of an agreement having been spurned with this `Nordic race', the start of a series of meetings that led to a treaty eventually being signed with a different extraterrestrial racedubbed the `Greys', and the motivations of the different extraterrestrial races involved in these treaty discussions. The paper will further examine why these events were kept secret for so long, the significance of the 50th anniversary of Eisenhower's meeting with extraterrestrials, and whether an official disclosure announcement is likely in the near future.

We the citizens of the world have embarked upon a worldwide exopolitical cosmic civil rights movement. (Exopolitics is the politics of the Universe.) This cosmic rights movement is necessary in order to liberate and free our minds as well as our bodies from the tyranny of the unethical, the unscrupulous, the greedy, the fearful and the hateful. It is no longer enough for those who desire dominion over us to enslave our bodies through corrupt economic and military institutions but the unethical now seek to enslave even our minds as well. It is our own human weaknesses that make this mind control possible. It is up to us to free ourselves from political and exopolitical external controls imposed by force through a cosmic rights movement while at the same time work to become more ethical human beings. We the ethical, know that both the means and the end are one so we can only use ethical means to free ourselves from the tyranny of the unethical.

The slowly emerging cosmic civil rights movement must not only be built upon a strong ethical and moral foundation it also must be founded upon a exopolitical model that best approximates exopolitical reality. We have to have a road map in order to properly navigate the difficulties ahead. Those that see clearly and think rationally, know, based on the evidence available, that the universe is teeming with technologically advanced intelligent life. This life has and is very involved on, in and about earth right under the noses of us all, yet unobserved and unacknowledged by many. This intelligent life is not only technologically diverse but also ethically diverse as well. It is this very diversity that allows humanity the freedom to choose its future. We collectively vote our future with every thought and action we take every day of our lives. None us can avoid our responsibilities even if we do nothing, for that is a vote for the destruction of our emerging space faring civilization. The current situation is that serious.

While there has been a informal sporadic struggle for our cosmic rights ongoing around the world for decades, now is the time to give the movement a name and begin formalize and plan for a much more organized disciplined struggle. Once we create the proper ethical and exopolitical foundation for a more formal cosmic rights movement we can move to plan and execute strategies of liberation on a massive scale if the people are willing.

Our first strategy should be to improve our ability to communicate and synergize amongst ourselves worldwide in spite of the geographical, cultural and language barriers to the free flow of information. The internet provides us with a powerful and effective tool to do this. We need to build up a worldwide network of bi- lingual individuals who can translate and distribute the exopolitical foundational thought and the now developing exopolitical actions into their respective native countries. This can be done through individual effort and through machine translations.

The most eloquent and moving appeals should be well translated by individual effort so as to convey the eloquence and inspirational nature of these appeals. The day to day material can be translated through machine translation. I would hope that those from around the world would contact me in the English language if possible or find someone who is bi-lingual in English in their own land to communicate with me if they recognize the importance of this work For myself I will attempt to get a machine translation program off the internet so that I can translate emails directly to me into English.

My vision of the organization of a worldwide cosmic civil rights movement would be to grow a organizational structure following the example of natural processes. Groups of regional and local organizers around the world networking together through the internet united in a common vision could cover the whole globe and reach out into space as well. Anyone can be a organizer provided they strive to maintain high ethical and moral standards and get along well with others. The organizers must have personal agendas that are in harmony with the overall vision of the networks and should be routed around and displaced if they impede or disrupt the free flow and synergetic interactions amongst individuals because of personal weaknesses or lack of motivation. In this way leaders are continuously being chosen and removed from leadership positions within the network based upon the collective decisions of the individuals within the networks. I can foresee that such highly ethical networks of liberation could then morph into a new advanced enlightened social political world government in the future.

My advice to those who wish to become leaders in the emerging cosmic rights movement is to just communicate and experiment without fear of making mistakes. Mistakes are just the product of the learning process. The important thing is learn from mistakes. Don't overestimate or underestimate your abilities, just move! Sitting in place and talking, wanting to do something is not going to get the job done. What really matters is that we sincerely wish to change things for the better and discipline and focus our efforts to see that the job gets done. We have to always keep focused on our goal to maintain and expand on our basic freedoms, liberties and responsibilities.

Our goal is our most fundamental human rights and liberties. We have the right to know the truth, the whole truth and nothing but the truth about exopolitical realities. We have the right to assemble freely and wilfully with ethical celestial beings with no interference or disruption from any institution, individual or group. We have the right to speak openly and freely amongst ourselves with no strategic deceptions of denial, fear or ridicule imposed upon us by anybody terrestrial or extraterrestrial. We have the right to develop and practice freedom of religion with cosmic visitors without any interior or exterior interference or disruption.

We have the right to create a peaceful ethical future on earth and in space. The question is do we have the will and the motivation to become a civilized space faring civilization?

We will each answer this question with our own thoughts and actions one way or another.

Give the Guy A Chance!!! Interview with the leading exponent of Exopolitics, Dr. Michael Salla

Ever since it stuck its head above the parapet of the Ufological citadel, Exopolitics has been regularly hammered. When you understand the essence of it, it's not hard to see why.

Exopoliticians work from the premise that there is already sufficient solid evidence to confirm the existence of UFOs and the alien presence on Earth and that the nuts and bolts people should give up trying to prove the minutiae of cases and instead look at other means of progressing with the Truth.

And for them, that means whistleblower testimony - the evidence of those who have worked on projects for the American government involving aliens and their craft and what they have to say about it.

That sounds all well and good until you get to the issue about proof. Because all most whistleblowers have to offer are their words, what they say they saw and did.
Which is fair enough. But further, when you go on to check out their credentials to see whether they're telling the truth or not, some of their backgrounds don't seem to match up with what they claim.This, as far as the nuts and bolts folk are concerned, tips Exopolitics over the edge into fantasy land. In fact some allege it's much worse than that and that it brings Ufology into disrepute. Strong stuff.

Dr. Salla is an articulate and highly intelligent individual who currently leads the charge on behalf of the Exopolitics cause. My own instincts say that Exopolitics might have something going for it but that perhaps it needs tightening up in some areas. I was curious to find out more. I contacted Dr. Salla for an interview which he was kind enough to grant me and we spoke on February 16th 2005. He was in his home in Hawaii.

SM: Stuart Miller, MS: Michael Salla

SM: I've not looked at Exopolitics before but it's been gradually chipping away at me. To be perfectly honest, there's been so much negativity about it, it's been easier to turn away from it than to take a serious look. But you've almost forced me to take it seriously and to consider it. Do you see Exopolitics as the way forward now?

MS: Definitely. I think a lot of people really are looking for understanding what is going on in terms of the secret policy-making that's been going on. I think there's a lot of evidence that people have accepted that there is a presence that hasn't been divulged to the general public and people are interested and are asking, "What does that mean politically?" and they are looking for anyone who can give some kind of analysis of what is happening and I think that's why the Exopolitics concept is beginning to take off.

SM: You said a moment ago that people are looking to see what's happening politically. Aren't they just not looking for confirmation that something really exists?

MS: Well, I think that's part of it. I think that when people look at all the evidence that exists, they come away feeling there's a lot of evidence there but there's still the debate about whether it's conclusive or not. But I think intuitively people feel there's a lot happening and that points to some governmental cover up or something that the government is not fully disclosing and that's a political process and so people become interested in what's happening in the political arena.

SM: So you would define it as looking towards government to get some sort of confirmation or revelation that something's going on as opposed to finding hard evidence of something physical happening.

MS: I think people have more or less accepted that there is sufficient hard evidence out there for something happening in terms of a UFO presence and an extraterrestrial association with that. And so they're looking for not so much governmental acknowledgement of that but more an idea of what it is that the government have set up secretly to deal with this. I think people understand it's unlikely the government are going to come out soon with some acknowledgement of this. But I think people are asking about what is the secret process that's been set up from the very beginning when this whole arena was acknowledged to be something legitimate.

SM: Why do you think that Exopolitics concerns or infuriates orirritates the nuts and bolts Ufologists so much?

MS: I think they are really looking for hard evidence and wanting to be able to use whatever information they've gained to then go to the next step and give cautious statements about what's needed to be done next.

So when they look at this concept of Exopolitics which is based on the idea that there is sufficient evidence substantiating an undisclosed extraterrestrial presence, they think that it's really moving into the area of conjecture and speculation. We may say, "Well, we really need to build on the hard evidence" and of course those that are defending the Exopolitics concept are saying, "The hard evidence is there. You just haven't taken it to the next step of looking at the political process that surrounds all things pertaining to UFOs and an undisclosed extraterrestrial presence.

SM: Do you think it's possible for somebody to have a foot in both camps?

MS: I think that's what people like Stephen Bassett and Steven Greer are doing. They do have a foot in both camps. Myself, I have much more of a political background. I do have that international politics training and so I'm looking really at the evidence I've found that there is a secret infrastructure set up to deal with this whole UFO arena. That's really what I look at and so I'm not looking at the nuts and bolts aspect as does the traditional UFO researcher and I'm really in the exopolitics arena.

SM: What evidence have you found?

MS: A lot of it comes from multiple sources. Some of the key documents that emerged from the beginning of UFO research, such as the way in which the original Project Sign report was dealt with by the US air force when the Chief of Staff General Vandenberg got a report from the Project Sign team that was conclusive in terms of the UFO phenomenon and an Extraterrestrial hypothesis and he turned round in 1948 and sent that back down saying, "I don't want a conclusive result, I want an inconclusive result". And I looked at that particular process and realised that a political process was already set up whereby there was no chance that the air force would accept a conclusive result to any investigation by its own technical experts into the UFO phenomenon. That to me suggested a political system had been set up whereby this was going to be kept out of the public arena.

And then you look at things like the Project Blue Book process where they got junior air force officers like Captain Ruppelt to deal with a phenomenon which had enormous policy implications not only for the US but for the whole planet, but dealt with by these junior officers who had very few resources. Ruppelt himself described how he couldn't even get a staff car to investigate the 1952 UFO sightings. So that to me suggests to me that there was already a cover up going on.

Five years earlier, during the middle of World War II, President Franklin Delano Roosevelt wrote a 1942 Top Secret memo to the Army about "secrets" learned from the technology of "celestial devices" that could lead to the creation of "super weapons". Remember: this was before any country had spacecraft or space-capable rockets, and while the U.S. was already engaged in constructing the atomic bomb. So the technology referred to was: 1) extraterrestrial, and 2) such as to dwarf the atomic bomb's potential.
